Council votes for condom mandate in adult films

The Los Angeles City Council voted in favor of a measure requiring condom use in adult films shot in the city.

On Tuesday, it voted 11-1 to approve the rule intended to prevent the spread of sexually transmitted diseases in the adult film industry. The council will need a second vote within 10 days to finally approve the petition.

The matter was headed toward a ballot initiative after 70,000 signatures were gathered over three months by a professional signature-gathering firm, according to AIDS Healthcare Foundation, a nonprofit that has called for mandatory condom use in adult films.

Instead of spending what the city estimated as $4.4 million to bring the matter to Los Angeles voters, the council adopted the ballot initiative into law.

The “Safer Sex In The Adult Film Industry Act” would require “any person or entity directly engaged in the creation of adult films who is issued a permit” to “maintain engineering and work practice controls, including the provision of and required use of condoms, sufficient to protect employees from exposure to blood or other potentially infectious materials consistent with state law.”

It would also charge adult film production companies a fee to pay for the periodic inspections.

    Seeing as how for several years now, it's been neither a safe nor sane decision to enter into a physical relationship with anyone who you don't know well is dangerous at best and life threatening at worst. People in the adult film industry who don't or won't practice safe sex with the use of condoms, are most sertainly from the extreme shallow end of the gene pool, and are subject to a fufure Darwin award.

    Personal protective equipment (PPE) is mandatory in jobs where there is a reasonable possibility you will be exposed to blood or body fluids, like healthcare, child care, emergency responders, etc. This is a logical workplace safety decision. I'm just surprised it took so long to be inacted in the adult film industry. I do wonder who is going to perform the period inspections for compliance with this regulation.

    What problem are they trying to address? They'll just go make their movies elsewhere. Not like California doesn't already have serious budget problems, being $20 billion in debt. Why are they trying to chase tax-revenue-generating business out?

    Pointless to use condoms in an industry where outside sex is prohibited and employees are vigorously tested weekly for sexual diseases.

    The only thing this does is satisfy some random persons interest about forcing the use of condoms. There is ZERO reason for it, any intelligent person can see that by actually seeing how the industry works. If you are in the same boat as the idiots who signed for this you obviously dont understand how pointless this is, because you dont know how other things work!

    So educate yourself before just stating your obviously stupid opinion. Because anyone with the slightest clue wouldnt need to think like that.

      I doubt it. I'd imagine the larger studios who make films with a budget (i.e. Vivid, Wicked) will remain in the state and continue to make their films with their current standards. The more "gonzo" performers will most likely skip across the border to Nevada to film their work.

This measure will pass since the city will make money from it, not because they really care about the issue. I am sure the fee will be very profitable compared to the cost of doing the inspections. And who will do these inspections? Are they going to observe all the filming activity. Should be an interesting job wanted by millions. On the surface this sounds good, but when you factor in the inspections, I just don't know....

      You obviously have not seen many adult films lately. Condom use was big in 80s and 90s when AIDS pandemic was growing, but now most adult film performers go "bareback". With rigorous testing and having the community of actors being small enough, the industry claims to keep the performers "clean".

    This article is a partial extract from another article. They left out a VERY important paragraph. It reads "Although state law already exists requiring condom use, a city ordinance would give additional enforcement, proponents of the proposed law say."
    So let's face it, the city is just trying to get revenue from this by charging a fee. The state law already requires a condom. The state just needs to enforce this, not the city.

    You pay nearly twice as much per film for a condom-free vs. safe sex video. If LA doesn't think this is going to drive a number of producers into other jurisdictions, they're crazy. However, maybe that's the point.
